To be eligible for the ECO4 scheme, properties must have an Energy Performance Certificate (EPC) rating of D or lower and be located in areas with high fuel poverty or occupied by tenants who meet low-income thresholds. The scheme applies to both single and multiple-dwelling properties managed by registered social housing providers.

Eligible energy-saving improvements

Under the ECO4 scheme, eligible improvements focus on enhancing the thermal efficiency of homes through a range of targeted insulation measures. The priority is to implement single insulation solutions that provide the greatest impact in reducing heat loss and improving overall energy performance, especially in properties with low EPC ratings.

Key improvements include loft insulation, which helps prevent heat from escaping through the roof—a major source of energy loss in poorly insulated homes. Cavity wall insulation is also supported, filling the gap between external walls to retain heat more effectively. These measures are particularly beneficial for homes built after the 1920s, which typically have cavity walls.

Additionally, the scheme covers underfloor insulation for ground-floor properties, reducing cold drafts and improving comfort, especially in older homes with suspended timber floors. For properties with solid walls, either external or internal solid wall insulation can be applied, significantly improving insulation where cavity wall solutions are not viable. These measures collectively aim to lower energy bills and increase the energy efficiency of homes across the UK.
