Warm Homes Local Grant

Launching in 2025 with £500 million in funding, the Warm Homes: Local Grant will enable local authorities in England to deliver energy performance upgrades and low carbon heating to low-income households with EPC ratings between D and G, in privately owned homes (either owner-occupied or privately rented).

Measures such as insulation, solar panels, and air source heat pumps—tailored to each home’s needs—will be installed at no cost to the occupants.

The scheme is part of the government’s broader decarbonisation strategy, with specific funding allocations made to the West Midlands Combined Authority and Greater Manchester Combined Authority under the Warm Homes and Public Sector Decarbonisation Devolution Programme.

Expression of interest and funding allocation

How it works

The expression of interest (EOI) window for the Warm Homes: Local Grant closed on 1 December 2024. All eligible local authorities that submitted their EOI forms by the deadline have been successfully allocated funding. As part of the programme’s implementation, recipients must complete a Mid-Mobilisation Review and Delivery Assurance Check (DAC), ensuring they meet the grant’s operational and performance standards.

DAC Submission and Support Services

To complete the DAC process, local authorities must submit the required form along with annexes A to E. Annexes A and B were included with the memorandum of understanding, while annexes C, D, and E can be filled in using the accompanying workbook. Once completed, these documents must be sent to WHLG@energysecurity.gov.uk. In addition, the Retrofit Information Support and Expertise (RISE) service is available free of charge to support all participating local authorities throughout the implementation process.

IMD and Eligibility Clarifications

Eligibility under the Warm Homes: Local Grant includes consideration of the Indices of Multiple Deprivation (IMD), which assess factors such as unemployment, health, and income. However, the IMD: Income Decile eligible postcode list focuses solely on income, identifying postcodes in deciles 1–2. It is important to note that being in IMD 1–2 does not automatically place a household in Income Deciles 1–2. Households outside the decile range may still qualify if verified under eligibility pathway 2 (low income proxies) or pathway 3 (household income threshold), as outlined in the policy guidance.
