Levels of Monitoring and Evaluation

Monitoring is applied in three stages, depending on the scale and complexity of the project:

Basic Monitoring – carried out on every completed domestic retrofit, ensuring outcomes align with the original plan.
Intermediate Monitoring – used when basic monitoring reveals unexpected results or unintended consequences that require further investigation.
Advanced Monitoring – applied when intermediate findings show a significant discrepancy between predicted and actual performance, or where issues require deeper analysis.
