Warm Homes Local Grant Privacy Notice

Last updated: 28 September 2026

Domna uses personal information when you enquire about, apply for or receive support through the Greater London Authority’s (GLA) Warm Homes Local Grant programme. This notice covers homeowners, tenants, landlords and other household members whose information is needed for the programme.

1 Who we are and how to contact us

Domna is the trading name of Osmosis ACD Limited (Company No. 13463267), 25 Hill Street, London W1J 5LW. We are a delivery partner for the Warm Homes Local Grant in London. We contact residents, check eligibility, survey homes, arrange and oversee improvement works, check the quality of completed work and hand over records when the work is finished.

We do this on behalf of the Greater London Authority (GLA). The GLA is responsible for your personal information under data protection law and decides how and why it is used. We may only use your information as the GLA instructs us to, for the purposes of the programme.

For questions about this notice, email info@domna.homes and mark your enquiry “GLA programme privacy” or write to us at the address above. Please contact us if you need this notice in another format.

2 The GLA privacy notice

The GLA’s Warmer Homes privacy notice explains how your information is used in the programme, the lawful bases the GLA relies on, and the conditions it relies on for health and other sensitive information. Please read it alongside this notice.

GLA Warmer Homes privacy notice

From December 2026, London Councils is expected to become jointly responsible with the GLA for information used in the programme. We will update this notice when that change takes effect.

3 Information we use

Depending on your application and the work needed, relevant information may include:

  • Your name, contact details, address, household details, tenure and landlord or representative details.
  • Evidence needed to check eligibility, such as income or benefits information and documents confirming your address, ownership or tenancy.
  • Property and energy information, survey findings, photographs, retrofit designs, installation records, certificates, and guarantees.
  • Appointment of records, permissions, correspondence, feedback, complaints and any payments or contributions relevant to the work.
  • Health, disability, vulnerability or support needs where relevant to arranging safe visits or making adjustments for you, and equality information if you choose to provide it. Giving equality information is optional.

Most applications start on the Department for Energy Security and Net Zero (DESNZ) Warm Homes Local Grant portal. We receive your details through SharedWorks, a secure system run for the programme by Warmer Homes London. We may also receive information from you, someone acting for you, your landlord, the GLA, your local council or other programme delivery partners. We may use property information from public sources, such as the Energy Performance Certificate register. If you give us someone else’s information, please make them aware of this notice.

4 Why we use your information

On the GLA’s behalf, we use relevant information to contact you, confirm eligibility, arrange surveys, assess your home, coordinate and oversee installations, check quality, hand over records after work, and deal with your questions or concerns. The information is also used for reporting to the GLA and DESNZ, and for audits, funding checks, and fraud prevention.

We will explain which information is needed and which is optional when we ask for it. If you do not provide information needed to establish eligibility or safely arrange the work, we may be unable to progress your application or provide some services.

5 Lawful basis

The GLA uses your information because it is necessary to carry out a task in the public interest (Article 6(1)(e) of the UK GDPR). Delivering the Warm Homes Local Grant supports its public functions on housing improvement, reducing fuel poverty and managing public funding. Consent is not used as the basis for checking eligibility, surveys, or installations.

Where health, vulnerability or equality information is used, the GLA relies on reasons of substantial public interest (Article 9(2)(g) of the UK GDPR), with the conditions in the Data Protection Act 2018, Schedule 1, paragraphs 6 (statutory and government purposes) and 8 (equality of opportunity or treatment).

The GLA’s privacy notice gives more detail.

Separately, Domna may keep limited records where the law requires it, such as health and safety records for visits to your home. We do this to meet our own legal obligations (Article 6(1)(c) of the UK GDPR).

6 Who we share information with

We share information only as the GLA’s instructions allow. Recipients may include the GLA, London Councils and your local council; Warmer Homes London and the SharedWorks platform; Eco Approach and other approved survey, design and installation partners; and inspectors, certification and guarantee providers.

Programme information may also be provided to the Department for Energy Security and Net Zero and its appointed assurance providers, directly or through the GLA, where required for funding, monitoring or audit. Relevant records may be shared with professional advisers, insurers or authorities where necessary for legal obligations or claims. Any organisation that handles programme information for us must be approved by the GLA and must protect it to the required standard.

7 Security and retention

We use appropriate access controls and organisational and technical measures to protect your information. Access is limited to people who need it for their work.

Your information is kept on the GLA’s behalf. The GLA keeps programme records for six years after the programme ends on 31 March 2028, to meet audit and funding requirements. When the GLA tells us to, we return or securely delete the information we hold for the programme. We will only keep information for longer where the law requires us to.

8 Where your information is stored

Programme information is stored in the UK, both on the SharedWorks platform and on Domna’s own systems. It is not transferred outside the UK. If this changes, we will make sure appropriate safeguards are in place and update this notice.

9 Your rights

You can ask to access your information, correct it, have it erased, or restrict its use. Because the GLA uses your information for a public task, you can also object to its use on grounds relating to your circumstances. These rights are subject to legal conditions and exemptions.

The GLA is responsible for responding to these requests. You can contact the GLA directly using the details in its privacy notice. You can also send your request to us, and we will pass it to the GLA promptly and help it respond.

10 Questions and complaints

If you are unhappy with our service, such as a visit or the work carried out, please contact us at info@domna.homes or at the address in section 1.

If your concern is about how your personal information has been used, contact the GLA’s Data Protection Officer at Data.Protection@london.gov.uk, or send it to us and we will pass it to the GLA.

You also have the right to complain to the Information Commissioner’s Office (ICO) about the handling of your personal information.
