Energy Company Obligation (ECO)

ECO4 for Social Landlords

Eligibility Criteria:

  • Properties must have an Energy Performance Certificate (EPC) rating of D, E, F, or G.

  • Tenants must meet one or more of the following conditions:

    • Be on means-tested benefits (e.g., Universal Credit, Pension Credit, Housing Benefit, or Income Support).

    • Have a total household income below £31,000 per year.

    • Be identified as fuel-poor or vulnerable due to age, disability, or illness (as determined by Ofgem’s guidelines).

  • Must be a registered social housing provider.

  • Local authority referrals may also be accepted under specific conditions (LA Flex routes).

Eligible Improvements:

  • Whole-house retrofit measures:

    • Insulation: Loft, cavity wall, solid wall, underfloor, or roof insulation.

    • Heating upgrades: Replace old or inefficient boilers with new high-efficiency condensing boilers.

    • Renewable energy installations: Heat pumps (air/ground source), solar photovoltaic (PV) panels, and solar thermal systems.

    • Secondary measures: Draught-proofing, improved ventilation, and LED lighting.

  • Prioritized improvements based on maximum carbon and energy savings per property.

ECO4 for Private Owners

Eligibility Criteria:

  • Property must have an EPC rating of D, E, F, or G.

  • Household eligibility is based on either:

    • Receipt of means-tested benefits, including:

      • Universal Credit, Working Tax Credit, Child Tax Credit, Income Support, Pension Credit.

    • Low-income threshold: Household income below £31,000 annually.

    • Additional eligibility under Local Authority Flexibility (LA Flex) based on vulnerability to cold or health conditions exacerbated by inadequate heating.

  • Property must be owner-occupied or privately rented.

Eligible Improvements:

  • Insulation:

    • Loft, cavity wall, solid wall (internal or external), underfloor, and room-in-roof insulation.

  • Heating system upgrades:

    • Replacement of old boilers or storage heaters with modern, energy-efficient systems.

    • Heat pump installations, including air and ground source.

  • Renewables:

    • Solar PV systems for electricity generation.

    • Battery storage solutions to complement solar PV.

  • Additional measures:

    • Draught-proofing, energy-efficient doors and windows, and improved ventilation.

For Social Landlords

Eligibility Criteria:

  • Properties must have an EPC rating of D or below.

  • Applicable to single or multiple-dwelling properties managed by registered social housing providers.

  • Must address areas of high fuel poverty or properties with tenants meeting low-income thresholds.

Eligible Improvements:

  • Single insulation measures prioritized to achieve maximum thermal efficiency:

    • Loft insulation.

    • Cavity wall insulation.

    • Underfloor insulation for ground-floor properties.

    • External or internal solid wall insulation.

Eligibility Criteria:

  • Properties with EPC ratings of D or below.

  • Eligible council tax bands:

    • A-D in England.

    • A-E in Wales and Scotland.

  • Similar insulation measures as those for social landlords:

Social Housing Fund

Eligibility Criteria:

  • Properties with EPC ratings of D, E, F, or G.

  • Must be managed by a registered social housing provider.

  • Tenants must meet means-tested benefit criteria or be identified as vulnerable.

  • Insulation:

    • All types of insulation to maximize thermal efficiency.

  • Heating systems:

    • Replacement of fossil fuel systems with heat pumps (air or ground).

  • Renewables:
